NCLTA has reserved a block of room starting at $369.00 per night plus applicable taxes.  We also have a small block of rooms at the Embassy Suites which is across the stree from the Cavalier and is Oceanfront.  The booking link for those rooms can be found HERE.  All reservations must be guaranteed by a valid  major credit card, which will be supplied at the time of reservation.  Individual room reservations may be canceled without penalty charges if notice is given at least 72 hours prior to arrival. If guest does not have a valid cancellation number prior to this time, guest may be subject to a cancellation charge of one night’s room and tax.  The cut-off date for room reservations is Wednesday, August 19, 2026.  Be sure to book early as our Convention block historically sells out early.

CLE will be applied for the North Carolina State Bar Board of Continuing Legal Education. Pending approval is 6.75 hours of CLE. If you are a NC Licensed attorney, please be sure your NC State Bar License Number is listed on your Registration Form so that we can properly report and pay for your credits to the CLE Board. If you are a paralegal, legal secretary, or other person who needs confirmation of CLE, please notify NCLTA directly.

Meet the Speakers

David Ferrell

David P. Ferrell is a partner with Maynard Nexsen’s Raleigh NC office, where he concentrates his law practice in civil matters, including legislative representation, eminent domain, real estate, civil litigation, professional liability defense, energy, and public utilities, administrative and regulatory, business, and construction litigation. Ferrell is NCLTA’s lobbyist and serves as legal and legislative counsel to professional trade associations, including representing their interests before the General Assembly and various Executive Branch agencies. He frequently lectures on right-of-way acquisition, condemnation law, and legislative matters at various seminars and CLEs.

Ferrell earned B.A. degrees in Political Science and Economics from the University of North Carolina at Chapel Hill and a J.D. from Campbell University School of Law. He is admitted to practice in North Carolina and the U. S. District Court, Eastern, Middle, Western Districts of North Carolina, the Fourth Circuit Court of Appeals, and the Supreme Court of the United States. He is a member of the Wake County (Member: Professionalism and Bench/Bar Committees) and North Carolina (Member, Real Property; Litigation; Construction and Administrative Law Sections) Bar Associations.

Chris Burti

Chris earned a Bachelor of Science Degree in Management from East Carolina University and received his Juris Doctor from the University of North Carolina School of Law (Chapel Hill).

After fifteen years in private practice, he left the law firm of Lewis & Burti in 1994 to join Statewide Title, Inc., where he serves as Vice President and Senior Legal Counsel. Chris concentrated his practice in the areas of Commercial Real Estate, Residential Real Estate and Governmental Law. As counsel for Statewide Title, Inc., Chris works with attorneys across the State in resolving complex legal issues in residential, governmental, and commercial transactions involving real property. He is active in providing input and advice on drafting legislation to increase certainty in land records, mortgage lending and to correct problems affecting real property.

Chris is the principal course planner and speaker for continuing legal education seminars for Statewide Title, Inc., and has been a CLE presenter for the North Carolina Bar Association, The University of North Carolina School of Law, Wake Forest University School of Law, Professional Educational Systems, Inc., the North Carolina Association of Municipal Attorneys, and other professional associations. He is the principal author on the topic of Real Property Law for the Statewide Title, Inc. Newsletter and Legal Memorandum. These articles were frequently reprinted in the Campbell Law Observer and other legal journals.

Chris is a Past President of the North Carolina Land Title Association and has served for two terms as its General Counsel. He has previously served on the North Carolina Bar Association Real Property Section Council, the North Carolina Bar Association Board of Governors, on its Executive Committee and currently serves as Past Chair of the Senior Lawyers Division.

Dave’s dynamic practice assists with the multifaceted interactions between commercial real estate, land development and local government. His representations span a range of private and public sector clients.

Dave is well-versed in real estate finance, zoning & land use, industrial incentives, local government representation and related complex contract negotiations. His 25 years of experience in real property, local government and economic development give him uncommon insight into the interplay between government institutions and private property interests. 

Before Fox Rothschild – Dave was a partner at Smith Moore Leatherwood LLP, which combined with Fox Rothschild in 2018. Before law school, Dave spent six years on the economic development team of the Durham Chamber of Commerce.

stephen butler


Stephen joined Title Resources in 2022 as Claims Counsel.  Prior to TRG, he worked as Claims Counsel at both Stewart Title and Fidelity National Financial.  Between 2009-2015 he was a litigation attorney at a Chicago law firm, handling numerous title insurance litigation matters. 

He resides in the Chicago suburbs and is a member of the Illinois bar.

DAVID SCOTT

David E. Scott J.D. has been a passionate advocate for the title insurance industry for more than 35 years. Throughout his career, he has held key positions at Attorneys Title Guaranty Fund, Nations Title Insurance Co., Fidelity National Title Insurance Co. and United General/Townsquare Title Insurance Cos. His extensive experience spans title and escrow operations, national lender sales, regional agency sales and marketing management, as well as national agency sales and management. Currently, David serves as Senior Vice President of Enterprise Services–National Agency Services at Old Republic National Title Insurance Co. In 2025, he celebrates 25 years with the company, where he also has held roles as First Vice President and Vice President. In his current position, he focuses on recruiting multistate national agents and providing strategic support to some of Old Republic Title’s largest agent relationships. Beyond his professional achievements, David is deeply involved in industry leadership. In addition to serving on the ALTA Board of Governors, he is an active member of ALTA’s Membership Committee, Talent Committee, DI Advisory Council and Mentorship Subcommittee. He also co-chairs the D&I Subcommittee and is a member of RESPRO. A proud resident of Denver, Colo., David has two daughters and enjoys international travel, fly fishing, deep-woods camping, and four-wheeling. A native of Northern New Mexico, he is an avid fan of the region’s cuisine. David is a graduate of The Colorado College and the University of Denver College of Law.

jessica wilkie

Jessica O. Wilkie is a partner at Hansen, Howell & Wilkie, PLLC in Raleigh, North Carolina, and serves as North Carolina outside underwriting counsel for Alliant National Title Insurance Company.

In addition to leading the firm’s transactional real estate practice for more than 10 years, Jessica has also represented clients in eminent domain cases, quiet title matters, partition proceedings, and adverse possession claims.

Born and raised in the Carolinas, Jessica grew up in the foothills of the Blue Ridge Mountains. She earned her Bachelor of Science in Biology from Duke University and graduated from law school at the University of North Carolina. Today, she lives in Hillsborough, North Carolina, with her husband and children.

She is a member of the North Carolina State Bar, North Carolina Advocates for Justice, and the North Carolina Bar Association.
