CLE will be applied for with the North Carolina State Bar Board of Continuing Legal Education. Approval of 6.75 hours of CLE is pending for this program. If you are a NC Licensed attorney, please be sure your NC State Bar License Number is listed on your Registration Form so that we can properly report and pay for your credits to the CLE Board. If you are a paralegal, legal secretary, or other person who needs confirmation of CLE, please notify NCLTA directly.

Meet the Speakers

David Ferrell

David P. Ferrell is a partner with Maynard Nexsen’s Raleigh NC office, where he concentrates his law practice in civil matters, including legislative representation, eminent domain, real estate, civil litigation, professional liability defense, energy, and public utilities, administrative and regulatory, business, and construction litigation. Ferrell is NCLTA’s lobbyist and serves as legal and legislative counsel to professional trade associations, including representing their interests before the General Assembly and various Executive Branch agencies. He frequently lectures on right-of-way acquisition, condemnation law, and legislative matters at various seminars and CLEs.

Ferrell earned B.A. degrees in Political Science and Economics from the University of North Carolina at Chapel Hill and a J.D. from Campbell University School of Law. He is admitted to practice in North Carolina and the U. S. District Court, Eastern, Middle, Western Districts of North Carolina, the Fourth Circuit Court of Appeals, and the Supreme Court of the United States. He is a member of the Wake County (Member: Professionalism and Bench/Bar Committees) and North Carolina (Member, Real Property; Litigation; Construction and Administrative Law Sections) Bar Associations.

Chris Burti

Chris earned a Bachelor of Science Degree in Management from East Carolina University and received his Juris Doctor from the University of North Carolina School of Law (Chapel Hill).

After fifteen years in private practice, he left the law firm of Lewis & Burti in 1994 to join Statewide Title, Inc., where he serves as Vice President and Senior Legal Counsel. Chris concentrated his practice in the areas of Commercial Real Estate, Residential Real Estate and Governmental Law. As counsel for Statewide Title, Inc., Chris works with attorneys across the State in resolving complex legal issues in residential, governmental, and commercial transactions involving real property. He is active in providing input and advice on drafting legislation to increase certainty in land records, mortgage lending and to correct problems affecting real property.

Chris is the principal course planner and speaker for continuing legal education seminars for Statewide Title, Inc., and has been a CLE presenter for the North Carolina Bar Association, The University of North Carolina School of Law, Wake Forest University School of Law, Professional Educational Systems, Inc., the North Carolina Association of Municipal Attorneys, and other professional associations. He is the principal author on the topic of Real Property Law for the Statewide Title, Inc. Newsletter and Legal Memorandum. These articles were frequently reprinted in the Campbell Law Observer and other legal journals.

Chris is a Past President of the North Carolina Land Title Association and has served for two terms as its General Counsel. He has previously served on the North Carolina Bar Association Real Property Section Council, the North Carolina Bar Association Board of Governors, on its Executive Committee and currently serves as Past Chair of the Senior Lawyers Division.

peter moeller

Peter S. Moeller is the founder of Moeller, PA. Peter is a transactional attorney who focuses on the representation of clients in residential real estate transactions. He has assisted thousands of clients with the purchase and/or sale of real property over the course of his career. He thoroughly enjoys meeting with his clients on the day of closing to assist them with the final steps of their purchase.

Mr. Moeller was raised in New Bern and is a graduate of New Bern High School. He is an active member of Garber Methodist Church. In his spare time Mr. Moeller enjoys golf, boating, and spending time with his wife and two sons.

In May of 2020 Peter was elected to the Council of the Real Property Section of the North Carolina Bar Association, and is currently serving as the Vice-Chair. He is also Chair of the Consumer Protection Committee.


laura huckaby

Laura Huckaby is both a Vice President and Sr. Sales and Marketing Associate for Old Republic Exchange Company (ORE). Laura is a seasoned 1031 exchange professional with over 19 years of experience with ORE. In her position with the company, she has facilitated thousands of transactions, including delayed, reverse, and complex improvements exchanges.

Laura also is a skilled presenter of both CE and CLE in multiple states. In addition to her other responsibilities, she manages ORE’s east coast operations team with precision and diligence.

Prior to joining ORE, Laura served as a loan officer and managed operations for one of the leading mortgage brokers in North Carolina.


maggie cromer

Margaret Cromer (“Maggie”) is a North Carolina native, originally from Nash County. For undergrad, she attended the University of North Carolina, Chapel Hill, where she majored in Music. Despite her love of singing, she went on to follow in the footsteps of her father, Joe Hester of Rocky Mount NC, to become an attorney. She obtained her law degree from North Carolina Central University School of Law (Go Legal Eagles!). She got her Real Estate Broker’s License during her last semester of law school, which led her down the real estate path. Maggie has been practicing residential real estate for the last 10 years. She started out as an associate under Andrew Cookson at Cookson Law and later became partner. After Andrew lost his battle with cancer, Maggie took her team to Midtown, where she partnered with Jason Isley, and they built a successful law firm with 10 offices across North and South Carolina. She recently joined Investors Title as a Vice President and Title Attorney.  In her spare time, Maggie loves having movie nights with her husband and kids and enjoys birdwatching in her back yard.

RICHARD WELSHONS

Richard Welshons has more than 40 years of title insurance industry experience. He began his title industry career when he joined Dakota County Abstract Company (“DCA”), an agency founded by his father, Paul, and grandfather, Amos, in Hastings, Minn. He was named president of the company in 1989 upon his father’s retirement. Richard and his brother, Dave, owned and ran the company until they sold it to North Dakota Guaranty and Title Co. in 2022. A member of the ALTA Board of Governors, Richard also serves on the ALTA Good Deeds Foundation Board of Directors and is involved in several ALTA Engagement Groups. Richard earned ALTA’s National Title Professional (NTP) designation in 2023. Additionally, Richard has served on the Minnesota Land Title Association (MLTA) Board of Directors continuously since 1997. MLTA roles have included: President (2001-2002), Secretary/Treasurer (2003-present) and Political Action Committee Director. Active in his local community, Richard has served on the Board of Directors for the Hasting Area Chamber of Commerce, the Hastings Area YMCA and the Hastings Public School Foundation. He has participated in many other community committees, boards and commissions throughout the years. He and his wife Jodie reside in Hastings.
