Executive committee discusses financial and legislative agendas for 2001

The agenda for the November 1, 2000, meeting of the Executive Committee of NCLTA focused largely on financial issues, including approval of a 2001 operating budget, a 2001-2002 government relations budget, 2001 dues rates, a special assessment for the 2001-2002 legislative session, management fees, authorization to sign tax returns, selection of a CPA to conduct the fiscal 2000 year-end review, and rates for sponsorship of the Real Property Section Annual Convention social events.

It was reported that the NC Bar Association no longer requires companies to sponsor in order to obtain an exhibit table. Last year, NCLTA was only able to raise $6,000 in sponsorships from title companies for the Real Property Section Convention but had committed $10,000 and, therefore, deducted the $4,000 shortfall from its own budget. The executive committee voted to offer the Real Property Section a sponsorship of $6,000 for 2001, including exhibit tables for sponsoring companies.

The executive committee also discussed the criteria for the Sam Mann Award. Although exact criteria are still being developed, it was agreed that the recipient should demonstrate the qualities of Samuel A. Mann in terms of his contributions, encouragement, and support of the title industry. A plaque will be awarded and an announcement of the winner will be made at the annual convention. The Nominations Committee will serve as the selection committee for the award.

The executive committee heard reports on the plans for the 2001 annual convention in Charleston and proposed legislation with regard to mobile and manufactured housing (see related articles). General Counsel Joe Parker provided federal updates and the impact in North Carolina of developments related to the Uniform Electronic Transactions Act, predatory lending, RESPA, HUD, agents' commissions, and the Fordham case.

The next executive committee meeting will be held on Tuesday, February 13, 2001, beginning at 10:00 a.m., at the new headquarters offices located at 1500 Sunday Drive, Suite 102, in Raleigh. The agenda is expected to include an update from lobbyist Chip Killian and a strategic planning session. Members interested in attending should contact President Will Webb or Executive Director Penney De Pas.
